Suspended parking notice validity

I would like to know if suspended parking notices in Barnet are signed by the Secretary of State and do the signs need a reference number for correspondence?. Also should the signs display the signed notice with reference number?. I would also like to know if it is common practice for Barnet council to enforce suspended parking notices on an entire road in order for works to be carried out on a small section of the road, bearing in mind that the road must remain open at all times for emergency access ?.
