The percentage of children and young people assessed for an Education, Health and Care Plan (EHCP) during each calendar year 2021, 2022 and 2023 respectively, for whom an EHCP plan was made for the first time 2. How many initial requests for an Education, Health and Care (EHC) needs assessment were made in calendar year 2021? This excludes children who already had an EHCP4. Of the requests in question 3, how many eventually resulted in the issuance of an EHCP? 5. Of the cases referred to in question 4, how many were only issued an EHCP as a result of a tribunal decision (i.e. the council's decision pre-tribunal was not to issue an EHCP)?6. Of the requests in question 3, how many cases have not yet had a decision made on whether or not to issue an EHCP?7. Of the requests in question 11, how many cases where the council decided not to issue an EHCP (including those where it decided not to conduct an EHC needs assessment) are currently being appealed to tribunal (including where a tribunal's decision is awaited), to the best of the council's knowledge?Please note that notwithstanding the possibility that some of the requested information may have been requested before or published elsewhere, this request deliberately covers each of the three calendar years from 2021 to 2023 to avoid the risk - which has been encountered before - that councils provide information for this request on a different basis to how they have provided information in response to government data returns or previous FOI requests, making comparison between the years difficult. Therefore I have not relied on government datasets or previous FOI requests for pre-2023 data, and have asked for data covering all three years to improve the chances of consistency.If the information for any question cannot be sourced and retrieved within the section 12 cost limit, please mark that question as 'information not held' and respond to the remainder of the request - this particularly applies to questions 5, 9 and 13. Please further note that this does not require the council to 'run the meter' up to the section 12 cost limit. It is assumed that given the passage of time, the answer to questions 6 and 10 will be 'zero', as it would seem unlikely that any decisions are still outstanding on whether to issue an EHCP in cases where requests for needs assessments were made in 2021 and 2022. Questions 6 and 10 have nonetheless been included for consistency and completeness.
